In The Tower, your 'Seed' is essentially a unique identifier for various aspects of the game, such as pre-determined module pulls and aspects such as Wave Skips in tournaments (and likely many other aspects of the game that are lesser known or not 100% confirmed). Think of “seed” as a hidden sequence that dictates the specific order, such as what modules you will pull.
Generally speaking, the reason Seed is a thing in games like this is because that there's no such thing as true randomness in computing. Computers can only generate “pseudo-random” numbers using complex algorithms. Your game's Seed is the starting point for such. It's how the game ensures that while things feel random, they're actually following a pre-set order tied to your game's unique identifier.
